How to set properties of the basic type of news?

Basic type of news will no longer be later modified, so it is worth its name, code and description of the set to the most universal (eg. The name "News", the code "news", the description "basic type of news") and the "Uses lead" and "Uses content" leave their original indication "Yes". Changes in the above properties are most allowed, but they should be dictated by some rationale designer / programmer.
